Clark I believe it is a variation of a stockcar, the "hatches" are actually
storage boxes used to hold feed for the livestock. This of course predates
the 1906 28 hour law, when railroads experimented with a number of stockcars
with feed and water facilities built into the car. The dark holes in the
sides of the car, near the floor, are I believe water troughs of some sort.
They were mounted in the sides of the cars so they could easily be refilled
and did not get stepped in.
