The OCRX reporting marks were in used between 1923 and 1935 according to http://www.nakina.net/other/report/reporto.html

Based on the tank truck partially visible I would suggest the late 20s.

I don’t have my refs handy, but it looks like a PRR G28.  The giveaways for me are the combo of features on side and end, including the gusseted end sill top.

ACF lot 1152 was a quantity of 10 "Type 28 Modified,” ICC-103, 10,000-gallon capacity, 2-compartment, CLX 2270-2279, built 7-30. The underframe lacked having the customary rolled-channel 7” side sills from the bolsters to end sills & 9” end sills of the Type 27 design. It’s noted that the wreck tore off the entire underframe end structure at both ends, which I can only wonder if the Type 27 underframe might have withstood this damage.

The 1955 tank car tariff denoted SHPX 158-160, 162, and 164-166 (7 cars) as having a nominal tank capacity of 10,000 gallons and each dome 124 gallons. With just 161 & 163 lacking from a continuous series 158-166, it’s apparent that SHPX received 9 of the original 10 cars. 

In case it’s of interest, attached is the sample ACF builder of CLX 2270. In the 1936 tank car tariff book, all 10 cars were listed.

To put these cars into perspective, these 10 cars were the only 10,000-gallon, 2-compartment, either ARA III or ICC-103 tank cars that ACF ever built. What might be called exceptions to this rule were two TIDX special-design tank cars built in 1-23 (lot 9427) lacking any classification as the car was used for fire foam service.

Not the best source, but Tyco 50' plug door boxcars have a 3/3/3 end. These are easy to find at train shows because there were tens of thousands of them. Get two, and use only the A ends to minimize carving away cast details.

Good eyes, I totally missed that! P&R 26220 is a somewhat unique gon! Part of series 26001-27499, it is a super-short 34ft IL 100000lb gondola. A total of 1491 cars in 12-1930
 
Photos of this car series are very rare - you would think since there were 1500 of these built that they would show up in photos sometimes, but the reality is they are rarely seen. And nearly all (1491 cars) were still around at the end of 1930. I'm gonna guess that by the early 1930s there may not have been much use for these short gons, and the depression might have sent them to the scrapyard pretty quickly
 
Railroading would have to wait a number of years before short gons came back into style, serving as carriers of steel coil

I’ve seen several models of Selecto refrigerator cars but no prototypes. The models have green sides but the reefers in the postcard have yellow sides.

I think it is risky to trust these colorized images. Sometimes, of course, they are accurate, but I know of a number of them with wrong colors of buildings and railroad equipment.

I found the List of Assigned Reporting Marks of Private Car Companies in the Editorial Section immediately following the list of marks assigned to Railroads.  It begins on page 1006 of the Oct 43 and Oct 44 issues page 712 of the Jan 53 issue.  I was mistaken about the glyph, it is the Maltese cross.

Check the listing of reporting marks in the back of your ORERs that are missing the L&S cars.  Not all private car owners listings appeared in every ORER.  When a company had cars but wasn't listed in that edition, there was a mark like the dagger symbol indicating such.  I discovered that with True's Oil Company, TOCX, which had the same 3 compartment car forever, but it only showed up in half of the ORERs I checked.

The ownership table on page 132 of your book indicates ten Lutz & Schramm cars in December 1926, but I do not see a listing for L&S in the October 1926 or May 1925 ORERs. I don’t understand why there isn’t a listing in either ORER. I see L&S in the June 1917 ORER, but not in the two issues I have from the mid-1920s.

Lutz & Schramm was purchased by Squire-Dingee in 1937, although it kept its name. At one time they had 14 cars.  There is a photo in my pickle book showing a L&S car new in 1946. It was built by the Thrall Car company. 
They purchased Cruikshank Brothers in 1952. They had 3 cars at one time. Both used the typical 4 vat cars. Heinz also had 4 vat cars, but most were the enclosed type.
