Hi Larry,  Sorry; the NKP never rebuilt ANY of their short boxcars into all steel cars (double OR single sheathed). What you're probably seeing is a photo of a car with REALLY new sides and paint;

I'm curious about the re-building of "some" of the 33xxx cars to have flat-top ends. How many of these cars had this conversion--a few, or all, or almost all, or "half"? And was this all done right
