If it was taken in 1939, the car hasapparently been back dated as a historical item. Before 1911, two hand brakesweren't uncommon. Of course, the second hand brake was made obsolete by the 1911Safety

This was my first thought since they appear to berelated to PRR, however I was un able to find any likely number series. 1,000cars would be hard to hide.

Both al kamm jr & sr were modelers and active in the nmra. Sr was a founding member of the nmra while jr is best known for his work at emd @ la grange. Also both worked in o scale. Last time i saw jr

It was 1957.CNJ also did a lot of repairs (patch panels,etc.) on their aging ARA boxcars then too.This is also when they received their new PS-1 boxcars.
