Yes, Bill it is for repaint and none of the sets I've seen include it. It surprises me that a railroad as large as the NYC is so short on decals.

I sent a follow up but haven't seen it. The cars were converted from LV quad hoppers in 1959-1960ish new entry in 1959 ORER.

As others have said, I too use the Hi Tech hoses. I've had Kadee hoses break the first time I put a finished car on the tracks.

Nelson beat me to it! <G> I was about to suggest the same approach. The rubber air hoses are the only thing you will ever use, once you start to use them!
