Eric,
The road number makes it a class M-8b as you stated and it seems definite that it has the replacement steel center sills otherwise the car would have collapse as the reefer did.

The box car looks to be B&O 93554, amember of the M-8b class. Many M-8 box cars retained the truss rods after beingupgrade with straight steel centersills.

Very well put. One thing that's is not obvious about "high power" geared hand brakes is you have to move the brake wheel more revolutions to have the same effect; something that I'm sure got old fast

Short answer to your implied question, no.
The move to vertical wheel geared power hand brakes was the result of the shake out of various attempts to increase braking force that was needed

Sorry this reply is late. As MoPac upgraded SS box cars with power hand brakes, railroad diagrams designate Ajax and Universal as the two most used. A photo of 81322 taken 11-22-51, available

There is no standard height for a Plate A staff hand brake but it is easy to calculate what is would be for any specific car series. Just go to an ORER and look up the series. Subtract extreme

That's a FEC 10001-10175 series ventilated boxcar. Those cars were originally in the 6000 series, built by Mt. Vernon in 1914.
IIRC, there's a builder's photo of one in Ted Culotta's

I have that issue of MM.
Other than the 4'' clearance mentioned by Dennis, there are no other dimensions related to the brakewheel's position. The brake staff must be within 17''-22'' of the vertical

In Mainline Modeler Feb. 1996 there was an article by Keith Retterer about safety appliances. There are drawings of the 1911 Safety Appliance standards but my scanned copy of the magazine doesn't show
