Tom, I think the line from North Van to Squamish along Howe Sound was completed in 1955. A 1970s article in a Carstens pub (Railfan & Railroad, most likely) also described the furor when PGE started

The load looks to be 1/2 half of a hot or cold steel rolling mill stand. Two castings are shown making one stand of a steel rolling mill. The screw down machinery on top of the stand is added later.

The CB&Q converted some composite 40’ gons to TOFC service and they were quite unsuccessful. The Burlington Route Historical Society has a “data sheet” (#12) that has a photo.
