You have been led astray by Walthers and Bachmann.... the picture is of the HO Spectrum Car which is a copy of the Athearn car.
The current orient-built Model Power Car is a copy of the Atlas N Scale

I am not sure where the can manufacturers were on the west coast. Perhaps some large food processors made their own in the their canning factories. Sacramento, Stockton, Fresno and Los Angeles
