It looks like the brickwork joints on the left side were roughly and crudely repointed to repair water damage. If not properly cleaned, usually with Muriatic acid, a light coating from the mortar

Had no idea there was a real railroad called the Coal Belt.
The only Coal Belt I knew of was Bill Henderson’s wonderful HO layout set in Camelback country.
