AAR interchange rules required rotary coupler operating levers on cars built new or rebuilt effective 8/1/33. That ended new applications of Carmer levers. I don't know of any interchange ban,

I do not follow the relevancy of your reference to a 1925 SP tank car.
All my questions were intended to address the Pennsy's use of the Carmer on their X29

Brian I've had good luck with the C&BT, Front Range or McKean 40 DD cars. I get them at flea markets or eBay. I use new doors, ladders and grabs and they turn out pretty nice. Here is a B&O boxcar

Fair enough. I have 348 scans of cars rebuilt in the 1950's :-)
I just meant I don't think rebuilding has ever ceased. Obviously there are ups and downs.

Best place to start may be 10-6 car with 5/5 ends and 6 foot door like the Intermountain kit.
Or even the ancient ATHEARN blue box car, which is just a tad too short for a 10-6
