No. Americans don't write dates that way. It is month, day, year. So February it is. Not to mention it is obviously COLD, due to the ice on several cars.

I grew up north of Philly, Buck's county. Snow on the ground was common then (80s, 90s) less so these days (family still there days so). Perhaps moreso than Newark But I think a snowless February is
