I think we are looking at an insulating layer if you enlarge the picture you can see lots of vertical lines that might be a wrapping of insulation. Insulating a water car that might freeze would seem

Clark LNE 8001- 8750 were 1923 ARA Steel Sheathed cars.The roofs were flat panel and later rebuilt with diagonal panel roofs after WW2. They are NOTHING like any accurail kit. Now 7001-7200 are SS

The Accurail 7100 kit would be a good start for a CB&Q 26000 class boxcar, it is 9'4" IH while the 28000 is 10' IH. Accurail has two car numbers in the 26000 series. These cars had Murphy raised panel

Attached is an image of an NP boxcar with what seems like a 1933 weigh stencil.
SP&S may have followed NP practices at some point, just not in the early 1930s.
