On the UnPac at Salina Ks and Topeka Ks Cars were never inspected. If you needed some box cars for the local to be set at grain elevators you just looked at the yard list of your yard and see a cut

What about using play sand? I bet you could mix the sand some Future floor wax into a pourable consistaincy...no fumes, low price, exact weight etc.
