Bruce, I agree they both appear to be NYC cars. The photo is attributed to the ERIE. Maybe this is a publicity photo by them where they "retouched" the photo to change the reporting marks

Bob, Isn't #60477 lettered ERIE? It is interesting to see how bad the lettering is while the number is quite clear. It certainly does look similar to the NYC gon, even down to the center roping
