It says it steps in 1/32" increments so you won't get exactly .030 but .03125 might be close enough.

NWSL's duplicator is especially designed to perform this very function. With a little practice (mostly in keeping the knife orientation consistent) good, even widths result.

If you look on page 314 in the roster it lists the Ft-V as a 50 ton car, which is what I was looking at when I wrote to Andy. And I have since sent Andy a correction to my earlier message. Also

and they are not listed in 1940. By 1953 series 8250-8399 are shown, and by

No Andy. Ft-V 91500-91699 were built in 1944, and are definitely
70 ton AAR flat cars. In fact I can't find any reference for a
Santa Fe flat that matches the 50 ton Proto 2000 War Emergency car.

I agree. It is a problem. It is possible that Universal changed wheel designs mid-way through production of the 5700 hand brake but I certainly don't know whether or not that is the case.
