Based on the repack dates, I think this film was probably taken in 1952 or early 1953.
There are some interesting tank cars at 2:36. They look like a kind of GA Type 30, but I've never seen this dome

Freight cars get damaged all the time. A car inspector will do a walk through of cars and
bad order any car he thinks needs to be repaired. Woe to the person who refuses him.

This one looks like Standard Tank Car construction with the end tank bands very near the heads. I see STC in the data at the right hand end data, too.

The under frame looks like an SSCC under frame and as to the "UTC", that could be the rebuilder that converted the car.
Claus, bent staff shafts on tank and flat car hand brakes do appear in
