The only thing I could think of would be something like a magazine for a weapon, like a pistol or rifle, such as might be used by Railroad Police or a Railroad Postal Service

If you are modeling the early to mid-1950's, the original small flag emblem is absolutely appropriate on many Wabash steel box cars. I've seen paint and stenciling diagrams

Artillery shells. The ones I've seen in the field had a shipping plug in the fuse well with a lifting ring on the end. These appear to have some other type of plug in the fuse well.

They look like artillery shells to me. In my brief Navy days I learned that the projectiles often were separate from the powder.
