I agree that these are PRR cars. That should not come as a particular surprise given that the PRR was a partner in the Washington Terminal and that the WT's wreck derrick and idler car are an ex PRR

Indeed, those jacking pads at the bolsters are a Pennsy XL design feature. The B&O M-12 and M-13 class box cars followed similar designs but lacked the jacking pads.
