I can’t help with how the car was lettered, but for what it’s worth, GATX 1638 appears in the 1955 Tank Car Capacities Tariff – capacities are given as 3928 gallons/compartment, total 7856

Thanks for dating the photo. Yes, earlier, circa 1953. Decals support reporting marks with and without lines, and I’m guessing that late 1940s repaints would not have lines – is that correct?

Why not model it weathered? Apply the lettering you can see and maybe a ghost letter or two, then weather with an oily dark mix an, grime, and road dust. You won't need to apply all the lettering if
