Yes you could. There is a prototype. Sully IA. In fact many small towns had stockpens next to bulk oil facilities, on the same track.

So if I fence my bulk oil depot i should have it besieged by pigs. I guess, or combine it with unloading facilities for my double deck hog cars.

However, unless the fencing is actually buried in the ground it will not prevent hogs from digging out. The only way to do that is to mount an electric wire about 5" above the ground inside the fence
