Tank car. Flat cars need a frame under the deck, tank car walkways don't. As high as the walkway is above the coupler, it's likely a UTLX V or X.

The car on the left is a tank car. The lack of heavy framing underneath the walkway plus the top mounted cut lever is the give away. Looks like the work crew is causght in the act of positioning

It sure would be nice if someone came out with a new T-section truck. The old Walthers ones are OK, but they haven't run their solid sideframe versions in a long time. And there's too little variety
