I agree, I think you are seeing snow or ice, according to Library of Congress this was shot in January of 1943 on the IHB by Jack Delano.

Remember Byron Rose's wonderful 53' flatcar? It was my second resin kit, and I did the whole underframe faithfully, except for the retainer line. I just couldn't fit the piping
