I think that what you are looking at is the dome platform. Note that the nearer cars have the manway dome at the far end and no platforms on the visible side. The car in question however has

For clarity, I referred to single sheathed boxcars, and while not all have scuffs, most do unless they are recently repainted.

I think you're looking at street lights or floodlights beyond the string of tankers. Look closer. There's a string of poles out yonder.

In the first picture (with the tanks in the gondolas)
The 4th, 6th, and 7th car in the gondolas appear to have a "widget" sticking out of the should of the tank.
