That's a strange restriction. Usually the more you buy the cheaper it gets. Or at least stats the same. It it precious enough that 18 ounces is considered too much for one person to possess?

No, CBCs wouldn't have that level of detail. What you need are vendor or railroad drawings for the specific end (not the general arrangement drawing).
