I had the same problem....I filled out the HO and couldn't get by the N.....so I checked least likely on all the truck models in N and it let me go to step

Likewise, as an N scale modeler, I couldn't skip the HO section to get
to the N section. So I answered "other" to the questions and wrote in
the comments that I'm an N scaler.

As an HO modeler, I am unable to go from section 2 (HO) to section 4
(completion) without filling out section 3
