That was my gut feeling also. They were part of a very large order of 45-ton cars split up between four four smaller roads . . . with very long names. I believe they were the C&O's first coal

These are the same design as the Pittsburg & Moon Run gon in the 1906 CBD. The River Coal gons were sold to C&O circa 1910.
