I believe he means a person who does decal printing as opposed to a machine that prints decals.
Check Great Decals, they have a number of custom printers

The only printer that will print white is an Alps model which is no longer made. You will need to find a working used one that someone is willing to sell.

produce small runs at what I think is a reasonable price if you
supply the graphics.
