The only paint specs I have located for DT&I gondola cars were for
series 9100-9299, built 7-52, AC&F lot no. 3607. Entire car painted
black with white stencils.

I believe they got more aggressive with C&O after WW2 (probably had an open military vehicle assembly line?) in the open car business. They also had their own line of high strength low alloy steel

Bethlehem Steel sure did! For the C&O Rwy it was ACF Huntington first, Raceland Car Shops second an Bethlehem Steel third for building hopper cars.
