There is also a photo of WIF 106 on the City of Vancouver site, which gives a slightly better view of the end.
When I saw it, I right clicked it and 2 or 3 days later bought a set of the Champ decals

Champ at one time made decals for this car. Many, many, many years ago before I knew any better I started decaling an Athearn box car with it (hey I was 15yo) and stopped. So I have half the set on

ARA 1923 design. As you point out it's much taller! Perhaps it is like
