I should have added that both Detail Associates (Walthers Part # 229-6401) and Kadee (2021, et. al.) offer the hand wheel but unfortunately neither offers the hand brake. They both offer, instead,

You can count on all the most common Superior hand wheels to have a "scalloped" outer rim, whether 22" diameter for vertical hand brakes or 16" outer rim for horizontal hand brakes. That held

Bruce, they are cast (sintered metal) wheels. Other wheels
from China are all machined from brass. NWSL also machines
their wheels (from nickel silver) and also machines a correct
profile on the front
