Scott- the Jan 1955 ORER I have shows 879 cars in the 47000-47999 series with SS Comp body. Unlike 45400 to 46001. (But with all the notes and dittos, maybe I misread.)

Possibly powdered limestone, which I understand is spread to keep down coal dust.? Fuel for any pumps, generators, etc. not powered by coal or off the local electrical grid.
