Ice is available from a couple of different manufactures. Sunshine used to have some and may still. It's also available from CMA (Tichy), see part number 1012. There may be more but those are off

A Dremel tool with a cutoff disc makes those rail notches real quick and only takes a light touch.

I have had good luck with flat spots filed on a FEW wheels and small notches
filed in the rails (at 39' centers) on an up front section of track. stagger
the notches on each rail for best efect. This

The sounds don't need to be connected to the DCC system....just rig up some
small sound recorders and put them in whatever freight cars you want.
