You may want to investigate the PDF/A variant, which is (supposedly) more "self contained" (IIRC regular PDFs use the fonts on your OS, PDF/A embeds the font definition in the PDF). It

One big issue is degradation of digital media. Writeable CD-R's are one of the worst storage mediums out there and so many people/organizations use(d) them as long-term storage (myself included),

Well, Owatonna, MN is on the old CNW “Alco Line” to South Dakota. It likely went west to Mankato and south to either Council Bluffs or (more likely) Omaha. Then west on the UP to California.

Brian, how about using the thinnest stripwood you can find to make a rectangle for the sign, attach with Elmers, and then attach the wood to the car side with contact cement, ACC, or something else?

Try a light coat of 3M spray mount adhesive. If you want it to be "permanent", slap it on the car right away while still wet.
If you want it to be removable, let it air dry for a a bit, then slap it
