A sketch of the Holland RS-2 Ride Stabilizer Unit appears on page 848 of the 1961 CBC.
It's a system of ride control springs and friction blocks installed within the truck bolster.

The Walthers car is a VERY rough approximation of a pre-war GATC car.
It is not a good representation. The tank is too large, the underframe
is crude, and the whole thing is mis-proportioned.

Ross, not sure about the ladders but the roof walks are pretty much a light press fit. I took the blade of an X-Acto knife and pried them off with no damage. They pop right back in place as well.
