Could you be thinking of Chameleon? That was the best I ever used,I still have a bit left that I use sparingly when all else fails. I think someone came up with the formula for it recently so there

I've got to agree with Andy Laurent that the flat car is being used as an "end loading ramp".
Notice the end of the flatcar up against the boxcar seems to be supported by blocking, to elevate that end
