Yes you could. There is a prototype. Sully IA. In fact many small towns had stockpens next to bulk oil facilities, on the same track.

I got an early Christmas present in the form of some Rapido PRR X31A.
Outstanding. Fabulous. Life-changing😊
The details are incredible. The ends floored me. The r/b’s. The delicacy of the grabs and ladders. Accurate transverse reservoir and brake piping and detail. Jogged top end grab. The first accurate roof, pitch and inset. Side panels, wow. Tack boards with nice brackets.
The P&L looks perfect to me, and I am a PITA on that.
You all need some of these! More than one!

I have 3. One was a disappointment. It arrived with a broken truck and a missing step. Waiting on the replacement parts in the mail. Other then that (which can happen to any manufacturer) I concur, beautiful cars and I am anxiously awaiting the 4 F30s I preordered. Got an email 3 weeks ago that said they were in and they charged my card. Hopefully I will have them soon. Jeff White Alma IL

Some nominees (I have not seen any of these; the list comes from looking through the PSC catalog):
There are various clean-out/wash-out plugs: GH-48274, GH-48213, look like good nominees, but I'd check them all if I could (there's a whole page of them in the PSC steam locomotive catalog)
Also: Pipe flanges, such as GH-48100, there are others as well - this is the smallest. Again, there's a whole page of them in the catalog
More off the wall items: PSHO-32135 Starter control Franklin booster engine (It has a flange that might be good if cut off)

However, unless the fencing is actually buried in the ground it will not prevent hogs from digging out. The only way to do that is to mount an electric wire about 5" above the ground inside the fence posts. The piggies do not like to get zapped on the snout. You can also bury corrugated steel panels 12" deep all the way around the enclosure, as they seem not to be interested in going deeper than that. But the electric fence is easier and cheaper.
Woven wire fences from Tractor Supply have the same pattern and also work well for smaller animals like Nigerian dwarf goats, although the kids have no problem going through until they are a couple months old. Goats are expert fence flaw finders but a 4' woven wire fence will keep them in. My daughter decided she wanted goats so guess who built all the fencing? Doug Polinder Seguin TX
