The initial 1923 proposal didn't get enough votes to pass the first time around, so some revisions were made and it passed in 1924. The changes were fairly minor (truck centers were reduced from 32'6"

The 5' striker was a feature of the 1924 ARA designs, and was revised to 5'6" in 1927. As a side note, the original M26 (no suffix) was based on the rejected 1923 proposal.
