There were several federal incentive programs inthe 1930s designed to keep shop workers busy. These generally involvedrebuilding. They often resulted in not quite modern cars with archaic parts.

Todd, I'm just learning about these myself but I believe it was a wood car with sheet steel added to the sides and the original door left in place.

Given the car was used in MOW service by the carpenters, I suspect theyreplaced the door with one they built.
