No. Grab iron ladders were certainly allowed and around in 1946. Looking at the two reefers, I see that they are different classes. The one to the right S.F.R.D. 25643 is class Rr-9, an ARA

Note that the reefer on the left still has grab ironsinstead of ladders. The photo is dated1946 so isn’t that a little late for a car to still not have ladders?

Southern 116708 would be a good number for this flat car. These cars were built in the early 1900's e.g.1914. many were converted to pulpwood racks in the 1940's

the former Roundhouse/Model Die Casting milk car is based upon
the Lehigh Valley prototype with the rather low profile.
