The ONLY water spray I know of on a 3900 or 4000 class was a spray nozzle on the tender which was supposed to wet down the roadbed to prevent fires. There is a photo of one in operation in one of the

Yes, an important reason I neglected to mention. Stock that was knocked down and injured by careless switching and train handling was a major source of damage claims.

The US Navy cars came from the Seal Beach Ammunition and Net Depot in
Seal Beach CA. Yes they were all used in captive service in the center
there.
