If you are referring to the white putty, it says on the tube it can be diluted with Tamiya Lacquer Thinner. So I would think any lacquer thinner should work.

I do this using Scalecoat Washaway paint remover as the thinner for the putty. I put some putty on a flat work surface, add a drop or two of Washaway, and use a small spatula to mix

May want to search YouTube. Tamiya putty is really popular with armored modelers so I would guess they is a tutorial for it some place. My guess is you sand it out to thin the edges.

Based on data in Wabash equipment inventory documents and a stenciling diagram, cars 13500-13749 were built during mid to late 1944, and 13750-14849 were added during 1945-46.
