A 1920 Northern Pacific Railway AFE 5005-20 which calls for using LV (Lehigh Valley?) car as parts source for NP water car.
There is a prototype for anything.

My WAG is those loads are so heavy, they stay on cars by shear weight alone. Only reason for the bands is to who knows what. ~}

Tacoma's Hooker facility was actually built in the 1920s, before the Bonneville Power Administration era, because Tacoma had a very aggressive public utility dept. that built several dams for power

It's not a freight car per se - it shows as a passenger caron the AAR classifications. Having said that, my understanding isthat any head end car - combine, baggage, express, mail, milk, etc.

It looks like the short answer is “no.” There was an inverse dreadnaught end in the Sunshine mini kit for ATSF furniture cars, and I have stolen one from one of my kits for use elsewhere.
