It looks like the carbody has been raised requiring the coupler to be lowered on the end we see in the photo.
Likely this was necessary to accomodate the draft gear and coupler on the other end

Bob;
It is a dedicated spacer car for movement of subway cars non RR rails. Notice the lowered coupler housing, and dedicated service stencil. PRR also had their own version.

And the single dome car next to it, in fact, is a 6500 gallon car as witnessed by the single safety valve in the dome. It is probably a UTLX X-3 car. With a similar diameter, the three compartment

Tank cars are not reweighed as their lading is measured in gallons, not by weight, so the weight of the car is not important.
