Brian, I would say the wheels came of implements not tractors. The wheels are too small and too narrow for tractors. Think manure spreaders, planters, plows, etc. many which had lugs (those bumps) on

An alternative body filler putty
Mark, if it is a plastic car, ream out the hole with a drill bit sized to match some styrene rod. Then plug the hole with the rod. You can then drill the correct hole without the chance of your drill
