Definitely a staged photo. A “suit” who doesn’t know how to hold a hammer. If you blow up the photo you can see double headed nails are being used and I think he has bent over the one he is hammering.

My guess is the wheel centers were shipped separate from the tires and axles. So lying flat in a gon or one a flat. Perhaps raw castings from foundry to the railroad shop, where they were machined. An
