I think that there might be several problems with this approach but the biggest problem is that you need to evaluate the numbers for one place in one time period. You can't combine different places. I

Entirely true. At some point the ORER was legally made part of the tariff structure, thus giving an impetus for reporting to be as accurate as possible--maybe in that 1912-1913 time frame. -----------
