E&B Valley RR ACF Covered Hopper
I have built several of these, but their is no comparison to today's kits They stand out like a sore thumb next to the Bowser cars. They are good layout 'beaters' as my grandchildren become operators.

5 Man Crew.
5 man crews were still common on the Reading when I worked there in the 70's. They didn't go away until the mid 70's when union contracts were being renegotiated and the Brotherhoods started to merge.

What Are These Folks Doing?
It looks to me like the cars are being papered for clean lading. This was a common practice on the Reading, not for grain, but for cocoa beans and bagged sugar, prior to the switch to covered hoppers
