Champ's HB-417 is good-- when it came out in the '80s it was great. But if you're going to do some other C&O cars too, you could get the Champ Super Set for 3 coal hoppers, which is even better (but you'd have to do some extra cutting, pasting and borrowing to use it on box cars.)
