Sounds like a 1900-1910 steel center-sill upgrade for wooden cars. 

 Whether they were used that way, I don't know, but Bettendorf promoted them for new construction, and the Harriman Lines, among others, bought plenty of new cars with this underframe, and to my knowledge, retrofitted no older cars with them.
