With some sharping the initials do appear to be "NRC".
That doesn't look anything like a FGE consortium car. The use of grab irons instead of ladders is distinctive, and I'm inclined to think it's Northern Refrigerator Car in 1940s MDT-style lettering.
Can any of you verify that this is a WFEX reefer and what would be a good HO kit? It was in the background of a small 2x3 photo of 0-6-0 ATSF 9017 at Richmond, CA. The photo was taken between 1 Jan 1946 and 4 Sep 1947.
